KENNEWICK -- Below-freezing temperatures Wednesday night didn't stop a Kennewick man from allegedly standing outside a woman's west Kennewick home in just a bathrobe.
The 69-year-old woman called Kennewick police at 11:10 p.m. after she saw the man masturbating in the street while looking through her window, said Mike Blatman, Kennewick police crime prevention specialist.
The woman reported the man got into a full-sized white truck and left the area on 21st Avenue.
Responding officers were unable to find the suspect, but he apparently returned to the woman's home about 30 minutes later, Blatman said.
The victim again called 911 when she saw the man sitting in his truck parked in front of her home.
Officers stopped the truck as it was leaving the area and identified the driver as Jimmie W. Moser, 56.
Moser, who lives around the corner in the 1500 block of South Van Buren Place, was found inside the truck wearing only a robe, Blatman said.
Moser refused to answer any questions after his arrest and was booked into the Benton County jail on suspicion of lewd conduct.
Grant County sheriff seeks help in identifying remains
MOSES LAKE -- Grant County sheriff's officials are hoping the public can help them identify skeletal remains found last month near the O'Sullivan Dam in southeast Grant County.
The remains belong to a man, believed to be white or Hispanic and about 35 years old, said Detective Kim Cook.
The skeletal remains were found Nov. 23, but investigators believe the body had been outside for about a year. The unknown man had been shot, but circumstances about the injury are unknown.
Investigators sent the remains to the King County Medical Examiner's Office in Seattle and officials there provided descriptive information about the victim. Forensic artist Natalie Murry also made a drawing of what the man may have looked liked.
Cook also noted that the victim's teeth were in poor condition and had silver-colored caps on his two front teeth.
The victim was wearing Phat Farm long-sleeve and short-sleeve T-shirts, size 28 Route 66 dark denim jeans, an insulated tan and orange vest, size 8.5 black shoes with Velcro closures and a black stocking cap.

Umatilla man stuck, killed by vehicle on Highway 730
UMATILLA -- A pedestrian was killed Wednesday after being hit by a car on Highway 730 in Umatilla, Umatilla police said.
Fritz McEachran, 35, was struck by a westbound vehicle driven by Darcy Tesch, 57, around 6:30 p.m., the East Oregonian reported.
The driver and the victim are from Umatilla.
Kennewick man being sought for escape, failure to appear
KENNEWICK -- Tri-Cities Crime Stoppers and Benton County sheriff's deputies are looking for a Kennewick man wanted for escape and failing to appear in court.
Jeffrey Curtis Talbott-Jones, 31, is 5-foot-1, 180 pounds with red hair, brown eyes, tattoos on his back and upper right arm and a scar on his left wrist.
He has used the aliases Jeffrey Curtis Jones and Jeffrey Curtis Talbott.
Talbott-Jones is charged with second-degree escape and two warrants.
Tri-Cities Crime Stoppers pays a cash reward of up to $1,000 for information that results in a felony arrest.
