One of the Port of Pasco's commissioner districts will become more rural after the commissioners unanimously approved a change earlier this week.

The port had to move districts to better balance the population of 77,971 people who live within port boundaries after the 2010 census numbers were released.

Commission District 3, which includes Connell and most of rural Franklin County, will give up some of the precincts within the city of Pasco, although Commissioner Jim Klindworth still will have some of north-central Pasco in his boundaries, according to port documents.

Commission District 1 will give up rural precinct 100, which is where retiring Commission President Bill Clark lives, to District 3.

District 1 will include most of Pasco east of 10th Avenue as well as some rural Franklin County land along the Snake River.

Commission District 2, which is Commissioner Ernie Boston's district, will continue to include most of Pasco west of 10th Avenue, but it will gain some precincts in the north of the city.

The new precinct boundaries will narrow the gap to 509 people between the most and least populated districts, according to port documents.

Without the change, District 1 would have had 6,469 more people than District 2, which had the lowest population.

It's the second time that commissioner boundaries have changed this year. New boundaries were approved Jan. 27 but had to be changed again this year after the port received the 2010 census results.
