Richland's milk ticket "racketeers" have been arrested, according to Patrol Chief H. W. Strock. He said the racketeers, all juveniles, had been responsible for robbing the bottles, and leaving, in exchange for the money, tickets stolen from other milk bottles. He suggested they left the tickets as a "sop to their conscience."
