Kennewick to choose interim city manager

The Kennewick City Council will meet tonight during a special session to select an interim city manager and decide how to go about filling the job permanently.

The 6:30 p.m. meeting at city hall is open to the public.

Bob Hammond is resigning as city manager effective Wednesday. He has been a city employee 21 years, the last seven as city manager.

The first council action will be to allow Sharon Brown, mayor pro tem, who has been in Maine, to participate in and vote at the meeting via telephone. Brown will be using an internet communication system known as Skype, which allows instant messaging, file transfer and video conferencing.

Marie Mosley, director of support services, is being considered for the interim city manager assignment.

"Because of (Hammond's) short notice and the budget coming up, she is a possibility," said Steve Young, Kennewick mayor.

Mosley's department prepares Kennewick's biennial budget, and she has been the council's primary contact on dealing with all city finance issues.

The agenda also calls for a council discussion on the city manager hiring process.

The council will consider the following options:

-- To use the interim period to evaluate the interim city manager for a permanent hire.

-- To have the mayor, mayor pro tem and Terry Walsh, human resources manager, develop and complete a hiring process.

-- To hire a consultant to develop and complete the hiring of a city manager.

-- To use the mayor, mayor pro tem and human resources director for the recruiting process and then have a citizens' panel review the candidates and recommend the top four to the city council.
