OLYMPIA -- Washington's Department of Labor & Industries has issued three citations to an electrical contractor after the death of an employee March 1 at an electrical substation at Hanford.
Kelly Loyd, 47, of Castle Rock, was injured while loading a Bobcat with a backhoe onto a trailer at a Bonneville Power Administration substation. He later died at Kadlec Regional Medical Center in Richland.
Last week, L&I issued three serious violations to Christenson Electric Inc. of Portland, which was doing excavation work with a BPA crew at the White Bluffs substation.
The company was fined $2,700, or $900 each, for the violations. It has 15 working days to appeal the citations, said L&I spokesman Hector Castro.

Donald A. Ziemer, 87, of Richland, died Aug. 21 at Brookdale Senior Living in Richland.
He was born in Kankakee, Ill., and lived in Richland for 24 years.
He was a retired substation operator for Commonwealth Edison.

R. A. VanHoy, employed by the Pacific Power & Light Company as the caretaker of the Pasco substation was killed when with both hands he caught hold of a high line carrying 66,000 volts. He was found on the ground with his clothing aflame. The line had been shut down earlier in the day and he apparently thought it was still out of commission.
