KENNEWICK -- Mark Anderson and his neighbors on Kellogg Street at Fourth Avenue in Kennewick have learned that a good fence does indeed make for good neighbors.
Poet Robert Frost's line from Mending Wall, published in 1914, proved true for Anderson after he complained to city officials in September that the developer of Estancia Estates had built a substandard fence to enclose the 37-home development.
The city council balked at Anderson's request that Hayden Homes be ordered to redo the fence around the seven-acre project.
But City Manager Bob Hammond said he'd do what he could to get the parties involved to resolve the issue even though the city had no legal position to require a new fence.
Two months later, after working behind the scenes with city officials, neighbors and a representative of Hayden Homes, Anderson told the council this week that he was happy to report a new fence was up.
The 900-foot-long fence is a vast improvement over the first fence, he said.
"I want to thank the council, Hammond and (city attorney) Lisa Beaton," Anderson said. "We are satisfied. This has gone beyond what we had hoped."
Anderson said Hayden Homes and its representative, Nathan Machiela, deserve credit for their extensive fence upgrades.
"It's pretty impressive," he told the council Tuesday.

He has been through an annexation by the city of Pasco twice, once in 1998 and again in 2001, after he moved.
"We didn't really even notice any difference," he said.

I would like to encourage voters in West Richland to look over the qualifications and election platform of Ron Hayden, who is running for city council. Ron is a dedicated family man who works full time as a law enforcement officer and routinely does community volunteer projects, including speaking in our area high schools.

Two new West Richland City Council members and an incumbent were sworn in for four-year terms during Tuesday night's council. They are Tony Benegas, who has served since 2008, Ron Hayden and Robert Perkes.
Council members also unanimously re-elected Rich Buel as mayor pro tem.

Monday's recount of votes for Position 6 on the West Richland City Council confirmed Ron Hayden as the winner, said Benton County Auditor Brenda Chilton.
Eleven votes stand between Hayden and incumbent Councilman Ken Dobbin in the race that drew 3,147 votes.
Chilton said her staff reviewed 502 undervotes -- ballots where the voter either left their selection for an office blank or marked a candidate's name in some other manner, by circling for example.
