KENNEWICK -- A road-rage incident appears to be what caused Kennewick police to shut down Fourth Avenue in front of Westgate Elementary School on Wednesday.
Multiple units rushed to the 2500 block of Fourth Avenue around 12:45 p.m. after a report of shots being fired, but investigators said they can't determine if there were gunshots, said Officer Ron Salter.
