A 21-year-old Yakima Valley resident was arrested late Monday after allegedly being spotted trying to steal a car in Richland.
Richland police were called at 7:45 p.m. after a resident in the area of 303 Gage Blvd. reported seeing a man sitting inside his neighbor's vehicle, Capt. Mike Cobb said.
Another individual was spotted standing next to the car, the witness said.
One suspect then left in a blue Honda, which was stopped by a Kennewick police officer who was in the area.
David R. Guillen of Outlook was identified as the driver, Cobb said.
No one else was in the car and officers are still working to identify the second suspect.
When Richland officers arrived and made contact with Guillen, they smelled a strong odor of marijuana coming from inside the vehicle, Cobb said.
They also reportedly saw a pile of tools and a pair of black gloves near the driver's door.
Officers asked Guillen if he had any marijuana or paraphernalia in the car and he said yes, and handed them a glass smoking pipe that he took from the center console, Cobb said.
A witness to the car prowl was taken to the scene and identified Guillen as the man seen sitting in his neighbor's car, he said.
Guillen was then arrested and his car was towed.
After getting a warrant to search the car, officers found a number of tools used in burglaries and car thefts, another marijuana pipe and a baggie of marijuana, Cobb said.
Officers checked out the vehicle Guillen was spotted in and saw the steering column had been torn apart in an apparent attempt to steal the car, Cobb said.
The owner confirmed the damage was new, he said.
Guillen was booked into the Benton County jail on suspicion of first-degree theft and possessing burglary tools, marijuana and drug paraphernalia.

A man suspected of siphoning gas from a vehicle in Richland early Monday managed to avoid arrest -- at least for now -- by rowing down the river.
"This is the first time I've heard of anyone fleeing in a rowboat," said Richland police Capt. Mike Cobb.
Officers were called at 3:20 a.m. about a suspect siphoning gas in the 2400 block of Robertson Road, Cobb said.

Some Black Friday shoppers in Kennewick got an unwelcome surprise when they returned to their vehicles and found thieves had stolen their recently purchased items.
Four thefts from vehicles were reported Friday to Kennewick police, and two additional car prowl cases were reported Saturday and Sunday in residential neighborhoods, said Sgt. Ken Lattin.
Some items stolen included a 40-inch flat screen TV, a Garmin GPS unit and new clothes.
