Kennewick man held after shots fired from car

A 24-year-old Kennewick man was arrested after allegedly firing multiple shots from a car, then barging into a nearby home trying to hide from officers, authorities said.

A woman who was in the car during the shooting also was arrested.

Benton County sheriff's deputies were called to 27th Avenue and Gum Street around 7:30 a.m. Sunday after residents reported gunshots in the area, said Lt. Joe Lusignan.

Witnesses said a shots were fired from a gold Honda-type car and responding deputies found a car matching the description on 19th Avenue, Lusignan said.

Deputies activated their emergency lights and the driver pulled into a driveway in the 1000 block of East 19th Avenue.

The driver bailed out of the car, jumped over a fence and took off running, Lusignan said.

While a K-9 unit was tracking the suspect in the 900 block of East 15th Avenue, a homeowner contacted them and said the suspect had barged into his house and was hiding inside, Lusignan said.

Randy S. Rice initially refused to comply with orders to step outside but agreed once the K-9 unit arrived, he said.

Rice was arrested and booked into the Benton County jail on suspicion of drive-by shooting, residential burglary, possessing meth and drug paraphernalia, resisting arrest and failing to obey a police officer.

While Kennewick police units helped surround the area during the K-9 unit's search, officers spotted a suspicious woman walking down the street, police said.

Jessica Allen, 22, of Pasco, was identified and detained and initially gave officers a bogus story about what she was doing in the area, Kennewick police said.

Officers later determined she was in the car during the drive-by shooting.

Allen was arrested and jailed on suspicion of possessing meth, false reporting and rendering criminal assistance.

Deputies determined about a half-dozen rounds were fired by Rice, but nobody was injured and there was no indication that any homes in the area where hit by bullets, Lusignan said.

It's not known if Rice was firing at someone or simply fired shots into the air.
