Kennewick Fire Department Capt. Tom Hughes will likely serve a third six-year term as a Franklin Fire District 3 commissioner.
Hughes, a volunteer firefighter for 30 years, collected 576 votes or about 54.5 percent of those counted as of Tuesday night. Glen Clifford, owner of Clifford Farms, received 480 votes or 45.5 percent.
Hughes calls himself a "fiscal conservative" and has said he is proud the district has been living within its means.
An estimated 800 ballots have yet to be counted in Franklin County, with only a fraction of those in District 3. The county sent out 23,903 ballots overall and had received 6,823 Tuesday. Results are to be updated Friday and certified by Nov. 24.

Franklin Fire District 3 has settled a public records lawsuit filed by a critic of Pasco's attempt to annex a large county doughnut hole using a new process.
The district will pay Roger Lenk, one of about 4,000 doughnut hole residents, $10,000 and provide him with affidavits of conversations between fire district and city representatives under the settlement signed last week.
Pasco, Franklin County and Franklin Fire District 3 have been talking about an annexation of about two square miles of county land using a process that allows an interlocal agreement among the three entities. Most of the area is between Sylvester and Argent roads, and roads 52 and 100.

A fire at a Pasco School District elementary school Tuesday was arson.
Franklin County sheriff's Detective Lee Barrow said a 9-year-old student started the fire at Edwin Markham Elementary School by lighting some paper towels in the boy's bathroom.
The boy was interviewed by investigators, then released to his parents.

Chief Chet D. Bauermeister, age 47, of the Franklin County Fire District 4 died in an apparatus accident while fighting a wildland/grass fire on June 23, 2010. The 30th annual National Fallen Firefighters Memorial Service honors him and 72 others who died in 2010.
