Lee Barrow has a 33-vote lead in the race for the at-large Position 4 on the Connell City Council.
According to preliminary results, Barrow, a Franklin County Sheriff's Office detective, had 160 votes, or 56 percent of those counted Tuesday.
His opponent, Esther Daza-Bailie, a Connell High School counselor, had 127 votes, or 44 percent.
Barrow has said the city needs to place more signs along Highway 395 to attract people into Connell.
Daza-Bailie has said she intends to strengthen the city's connections to groups such as the chamber of commerce to help promote the city.
In Franklin County, about 800 ballots have yet to be counted. The county sent out 23,903 ballots and received 6,823 as of Tuesday.
Results will be next updated Friday, and be certified by Nov. 24.

A fire at a Pasco School District elementary school Tuesday was arson.
Franklin County sheriff's Detective Lee Barrow said a 9-year-old student started the fire at Edwin Markham Elementary School by lighting some paper towels in the boy's bathroom.
The boy was interviewed by investigators, then released to his parents.

Pasco will have a say in how Franklin County spends its portion of a surcharge on recorded documents, although at least one city council member would rather opt out of the fee.
The Pasco City Council on Monday unanimously approved an agreement with the county, Connell, Mesa and Kahlotus to administer the so-called "Affordable Housing for All Surcharge."
The county receives 60 percent of a $10 surcharge on certain recorded documents approved by the state Legislature, and the remainder is sent to the state Department of Commerce.

Voter-approved bumps to property and sales taxes will help Connell maintain services in 2012.
The Connell City Council unanimously approved the 2012 budget this week in a 4-0 vote.
The city's $1.9 million general operating budget will include about $125,000, thanks to voters approving the countywide criminal justice sales tax and a levy lid lift for Connell's property taxes, said Steve Taylor, Connell city administrator.
