A California developer's offer to purchase 23 acres of land in two parcels in Kennewicks Vista Entertainment District with hopes of building a long-desired convention center hotel is a dream gone bust.
Jim Provost of Provost Group in Santa Rosa, Calif., told officials in the city of Kennewick and at the Kennewick Irrigation District that he was backing out of purchase options on the properties.
"We have received written notice they want to terminate the agreement to purchase the 14 acres next to the Toyota Center," said Joetta Rupert, realty manager for KID.
KID entered into the purchase agreement with Provost Group in late July, with a 180-day option and an agreed-on price of $3.3 million. The development company put up $30,000 to retain the purchase rights.
Two months earlier, The Provost Group took a sales option to buy nine acres for about $2.2 million from the city of Kennewick in the Vista Field area.
That deal also is terminated, said Jeff Kossow, economic development director for the city.
Kossow said he received an e-mail Tuesday from Jim Provost that called for ending the option. He said he planned to pass along the bad news to the council Tuesday night.
"It is the (bad) economics and the timing," Kossow said.
In both land deals, money put up by The Provost Group is refundable based on a condition in the purchase contract that allows a money-back deal if "the project isn't feasible."
The Provost Group manages and owns several retail shopping centers in Northern California.
The group's plans for the Kennewick properties included a convention center hotel next to the Three Rivers Convention Center and a cluster of retail business and restaurants nearby.

A Richland developer is buying 1 1/2 acres of prime land owned by the city near the Three Rivers Convention Center in Kennewick and taking an option to buy more land nearby for a Wyndham Microtel.
The Kennewick City Council approved Tuesday the $356,000 deal with Sonny Parsons' Beaver Creek Property. Terms of sale require Beaver Creek Property to have a hotel "of national recognition" built on the site, with plans to be submitted to the city within six months.
The city also agreed to give Parsons an option of up to one year to purchase two additional lots comprising 2.28 acres, also in the same area. The total purchase price for both lots would be about $520,000.

The Richland City Council tonight will consider whether to let ConAgra Lamb Weston swap 8.6 acres of land at Columbia Point for 80 acres at Horn Rapids.
The purveyor of frozen potato products for several years had planned a new office building at Richland's Columbia Point, but recently announced that it instead will keep and expand its offices in Kennewick.
"After carefully evaluating various sites throughout the Tri-Cities, we have decided that the Lamb Weston office will remain in Kennewick," said Gary Cuddeford, vice president of operations, in a statement. "Key advantages are lower costs, flexibility in design and easier access for our employees. ConAgra Foods is firmly committed to seeing this through to completion, and we greatly appreciate the efforts of TRIDEC and the cities of Richland and Kennewick as we work together to find a mutually beneficial solution."
