50-word statement: As an irrigator I have followed the PUD business affairs for over 30 years. During that time I have witnessed many major mistakes the staff and commission have made. The PUD would have no debt at this time if they had not made many of these errors in investment and committment. WPPSS, Fredrickson, Finley, Broadband and new shops and offices in Kennewick and Prosser just to name a few.
Three priorities:
1.) Reduce cash reserves from 44 million dollars to 16 million dollars. This is ratepayer money. I would return it by extending the rate credit now in place.
2.) Increase the commission from 3 members to 5 thus stimulating debate and spreading out the responsibilities.
3. Carefully examine service areas to see if any efficiencies are available from exchanging areas with surrounding utilities.

PASCO -- The Washington PUD Association will be having its annual conference in Pasco, starting Wednesday.
Almost 200 representatives from public utility districts from across the state will be visiting the Tri-Cities for the three-day event. The conference will be at the Pasco Red Lion.
The conference will feature speakers, association committee meetings and the annual banquet.

The Benton PUD is proposing raising rates an average of 6 percent starting Jan. 1.
However, rate increases in 2013 through 2015 should average less than expected a year ago at 1 percent to 3 percent a year, according to information presented at a lightly attended Benton PUD meeting in Kennewick on Tuesday evening.
The rate increase for residential customers in 2012 would be slightly lower than the average for all customers at 5.4 percent. That would increase the average bill of a residential customer from about $101 a month to about $106 a month.

KENNEWICK -- Lasse Lund from the Freedom Foundation will be the guest speaker at the Tri-Cities Tea Party's open board meeting Wednesday.
Lund will talk about statewide ballot measures in the Nov. 8 general election, including three citizen initiatives and two joint resolutions.
Candidates for city council and school board positions also have been invited to answer questions from attendees. The meeting is from 7 to 9 p.m. in the Benton PUD Conference Room, 2721 W. 10th Ave., Kennewick.
